Konare, a historian and former minister, had won Mali's first multiparty elections in April 1992 at the head of the Alliance for Democracy in Mali, after the March 1991 popular uprising and military intervention that toppled dictator Moussa Traore. His young democracy faced serious strain in 1993 and 1994: recurring student protests by the AEEM pupils' and students' association, a severe economic crisis worsened by the January 1994 devaluation of the CFA franc, and the continuing Tuareg rebellion in the north.
