The plot, planned for 13 November 1992, was a response to Fujimori's 5 April 1992 self-coup, in which he had dissolved Congress and the judiciary and assumed full powers with military backing. The conspirators, a group of active and retired officers led by retired generals Salinas Sedo, Jose Pastor Vives, and Luis Palomino Rodriguez, did not intend to seize power themselves but to arrest Fujimori, Joint Command chief Nicolas Hermoza Rios, and intelligence advisor Vladimiro Montesinos at dawn and hand power to Maximo San Roman in order to restore constitutional order.
The immediate spark was a new decree letting Fujimori retire or dismiss officers at will. On 12 November the plot was revealed and cancelled; Fujimori fled the presidential palace and took refuge at army headquarters, then ordered the arrest of about twenty-five conspirators. In March 1993 the officers were sentenced to eight years for rebellion.
