This entry is coded 19 November 1985, corresponding to the Memali Incident in Kampung Memali, Baling, in the Malaysian state of Kedah. On that day about 200 Royal Malaysian Police laid siege to village houses occupied by roughly 400 followers of the PAS-affiliated Islamic preacher Ibrahim Mahmud, known as Ibrahim Libya, who had refused arrest under the Internal Security Act for allegedly propagating deviant teachings. The confrontation, code-named Operasi Angkara and Operasi Hapus, escalated into heavy gunfire and left 14 villagers dead, including Ibrahim, along with four policemen, with 159 people detained.
The incident followed severely strained relations between the ruling secular UMNO and the Islamist opposition PAS, sharpened by Hadi Awang's 1981 declaration that resisting the UMNO-led government was a religious duty. Authorities framed Ibrahim Libya's movement as a fanatical and militant challenge to the government of Prime Minister Mahathir Mohamad.
